This is the co-sponsorship speech of Sen. Miriam Defensor- Santiago on the start of debates regarding Reproductive Health Bill in the Senate on Monday. The speech is entitled “THE REPRODUCTIVE HEALTH ACT, Part 1: Primacy of Conscience in Catholic Theology.”
